    The District of Columbia Tax Revision Commission, in its final report, proposed changes to the district's income, estate, business, and sales taxes, including recommending the district implement single-sales-factor apportionment, reduce the business franchise tax rate to 8.25 percent, and levy a head tax on employees of non-government employers.

  • Maryland Unitary combined reporting bill faces many critics, TaxAnalysts.com (February 13, 2014)**
    A Maryland bill (SB 395) to impose mandatory unitary combined reporting would negatively affect the economy, have an unpredictable effect on state revenue, and impose administrative burdens on taxpayers, according to the Council On State Taxation.

    A report by the Florida Office of Program Policy Analysis and Government Accountability and the Office of Economic and Demographic Research evaluates the state's economic development programs and recommends ways to improve the claims review process and program monitoring.
  • Grassroots efforts seek to reverse brain damage drain in South Florida, Miami Herald (January 31, 2014)
    The Miami area tries to emerge as a technology hub. More companies are starting up or growing their presence in South Florida -- Facebook for instance has been growing its Latin American and U.S. Hispanic offices here -- and that means a greater need for talent.

  • ISS Quickscore 2.0 -- Review validation data before February 7th, wcsr.com (January 2014)
    Proxy advisory firm Institutional Shareholder Services, Inc. will roll out a new updated and enhanced version of its governance rating system, known as QuickScore 2.0, beginning in February 2014. QuickScore 2.0 will include new governance factors, updated weightings and event-driven data updates. In connection with QuickScore 2.0’s roll out, ISS has opened a free data verification site to all covered corporate issuers to correct factual errors in company data used in ISS’ ratings. In order to update data prior to QuickScore 2.0’s launch, companies must provide feedback through the verification portal by 8:00 pm EST on February 7th. Once updated, the new ratings will be available on Yahoo! Finance and Bloomberg beginning in early March 2014. In addition, ISS and fellow proxy advisory firm Glass Lewis have also recently updated their corporate governance policies for the 2014 proxy season.
  • Good jobs first ranks states' disclosure of economic development subsidy awards, TaxAnalysts.com (January 29, 2014)**
    Good Jobs First has released a report evaluating and ranking state governments based on their online disclosure of economic development subsidy awards and outcomes, finding that while transparency is steadily increasing, the quality of disclosures is very inconsistent and key performance measures, such as jobs and wages created, are often missing. According to the report, Illinois, Michigan, North Carolina, Wisconsin, Vermont, Maryland, and Texas were the best at disclosing information about their major subsidy programs.
